Limits of a protected enviroment. Paradoxes in the preservation of modern architectural heritage

The possibility that the Nakagin tower will be demolished by its owners reveals how contemporary, modern architecture is often unprotected due to its proximity in time. Is age the main criterion to protect buildings? What are the problems of preserving and functionally redefining some buildings?
